Eligibility For Applying For An FSSAI Registration


For FSSAI registration, FBOs or food business operators who own a small-sized business including the following, are eligible



  1. Manufacturers or sellers of food items via retailers, hawkers, vendors or temporary stall owners.
  2. Food distributors (except caterers)
  3. Food businesses whose annual turnover is less than ₹12 lakhs and are small-scaled in nature as well as have the following characteristics :


  • Except for milk, meat, and products made from the same, businesses with a food production capacity of less than 100 kg/ltr per day.
  • For milk and milk solids, the procurement/ handling and collection which is at the most 500 liters per day and 2.5 metric tonnes respectively.
  • All vegetable oil processing units with a turnover of up to 100 kg/ltr per day. This is also for units that produce vegetable oil by solvent extraction and refineries (oil expeller units).
  • Meat processing units which have a production rate of 100+ kgs per day or 30 metric tonnes/ day.
  • Slaughtering units with a capacity of up to 10 small animals, 2 large animals or 50 poultry birds per day.
  • Re-packers and all other food processing units that have a capacity of up to 100 ltr/kg per day.
  • Temperature-controlled cold storage units like Storage Excluding Controlled Atmosphere, refrigerated storage, cold storage, etc. compulsorily having an annual turnover of at the most ₹12 lakhs per annum.
  • Other business operators with up to ₹12 lakhs of turnover annually like wholesalers, retailers, distributors, and suppliers.
  • Dhaba owners, clubs, canteens, and other food vending establishments with an annual turnover of up to ₹12 lakhs.
  • Food businesses like restaurants and hotels, also transporters that have up to ₹12 lakhs of turnover annually.


  • For a State FSSAI Licence, the eligibility criteria are as follows



  • Dairy units and milk chilling units which can handle/process milk and milk solids in the range of 501 to 50,000 liters per day and 2.5 to 2,500 million tonnes respectively.
  • All vegetable oil processing units with a turnover of minimum ₹12 lakhs and a production rate of 2 metric tonnes per day. This is also for units that produce vegetable oil by solvent extraction and refineries (oil expeller units).
  • Slaughtering units with a capacity of up to 10 to 150 small animals, 2 to 50 large animals or 50 to 1000 poultry birds per day.
  • Meat processing units with the capacity of up to 500 kg of meat per day or 150 metric tonnes per annum.
  • Re-labellers, re-packers and all other food processing units including grains, pulses, and cereals milling units with a capacity of 100+ kg/ltr and at the most 2 metric tonnes/ day.
  • Storage businesses (except for units with controlled atmosphere and cold) which have a capacity of at the most 50,000 metric tonnes. For cold/ refrigerated and cold/ atmosphere controlled storages the capacity required is 10,000+ metric tonnes.
  • Wholesalers with a turnover of at the most ₹30 crores annually.
  • Retailers, distributors, suppliers, and caterers who have an annual turnover of at the most ₹ 20 crores.
  • Dhaba owners, clubs, canteens, and other food vending establishments with an annual turnover of ₹12 lakhs.
  • Hotels with 3 to 5-star ratings and restaurants with a turnover of at the most ₹20 crores.
  • Marketers with an annual turnover of ₹20 crores.
  • Transporters with a turnover of up to ₹30 crores per annum which have at least 100 vehicles or wagons.


  • For a Central FSSAI Licence, the eligibility criteria are as follows



  • Dairy units and milk chilling units which can handle/process milk and milk solids of 50,000+ liters per day and 2,500+ million tonnes per annum respectively.
  • All vegetable oil processing units with a production rate of more than 2 metric tonnes per day. This is also for units which produce vegetable oil by solvent extraction and refineries (oil expeller units).
  • Slaughtering units which handle 50 to 150 small animals and in the case of poultry birds, it should be 1000+ per day.
  • Units which process meat with a capacity of 500+ kg/ day or 150 metric tonnes annually.
  • Re-labellers, re-packers and all other food processing units including grains, pulses, and cereals milling units with a capacity of 2+ metric tonnes/ day.
  • All manufacturers of proprietary foods.
  • All units which are 100% export-oriented in nature.
  • Importers who are importing food items for commercial purposes. This also includes ingredients and additives.
  • Storage businesses (except for units with controlled atmosphere and cold) that have a capacity of 50,000+ metric tonnes. For cold/ refrigerated and cold/ atmosphere controlled storages the capacity required is 10,000+ metric tonnes and 1,000+ metric tonnes respectively.
  • Wholesalers with a turnover of ₹30+ crores annually.
  • Retailers, distributors, suppliers, and caterers which have an annual turnover of ₹ 20+ crores.
  • Hotels with a rating of 5 stars and above.
  • Restaurants with a turnover of ₹20+ crores per annum.
  • Transporters with a turnover of ₹30+ crores per annum and having 100+ vehicles.
  • Marketers with an annual turnover of 20+ crores.
  • Food units having premises in Central Government Agencies. This includes wholesalers, retailers, storage units and distributors.
  • Food units like catering services and other establishments which are under various Central Government Agencies including Defence, etc.
  • Food catering services at seaport located at Kandla, Tuticorin, Vishakhapatnam, Kolkata, Marmagoa, Cochin, Mumbai, Chennai, JNPT and airport located at Kolkata, Trichy, Mumbai, Delhi, Chennai, Amritsar, Cochin, Bengaluru, Hyderabad, Trivandrum, and Ahmedabad.
