The types of Food License


In India, there are 3 types of food license issued by FSSAI (Food Safety and Standards Authority of India) — basic, state and central license. Details for the same are as follows :

1. Basic FSSAI Registration



Mostly for units with an annual turnover of fewer than 12 lakhs, the basic FSSAI Registration is for small size food business operators. Hence, storage units, marketers, manufacturers, distributors, retailers, transporters, etc. must have a Basic FSSAI Registration certificate. This is issued by the State Government for a time period of 1-5 years. FBO can fall under the State or Basic FSSAI License Registration, as per the eligibility.

2. State FSSAI License



Food businesses with a turnover of 12 lakhs or more annually are suitable for State FSSAI License. Hence, small to medium-size transporters, manufacturers, storage units, retailers, distributors, marketers, etc. are required to acquire this license. Similar to the Basic License, the State FSSAI License can be issued by the State Government and is valid for a period of 1 to 5 years.

3. Central FSSAI License



For food operators with a turnover of 20 crores or more, a Central FSSAI License is required. Large manufacturers, importers, 100% export oriented units, seaports, airports, operators in the Central Government agencies, etc. must get this license. If the operations take place in more than one state, the FBOs are directed to get this Central License for the head office. The Central FSSAI License is issued by the Central Government and is valid for a tenure of 1 to 5 years.

FSSAI Food License Certificate Eligibility



1. Eligibility for State FSSAI license



The following food business operators are eligible to obtain the State FSSAI License:

  • Meat Processing Units
  • Proprietary Foods
  • Slaughtering Units
  • Restaurants
  • Hotels
  • Food Processing Units including retailers and re-packers
  • Dairy Units, including Milk Chilling Units that are equipped to handle and process.
  • Vegetable Oil Processing Units and the Units which produce vegetable oil through the process of solvent extraction and refineries, including the Oil Expeller Unit.


  • 2. Eligibility for Central FSSAI License



    The following food business operators are eligible to obtain the Central FSSAI License:
  • Dairy Units, including Milk Chilling Units which are equipped to handle and process it.
  • Slaughtering Units
  • Proprietary Foods
  • Food Processing Units which include retailers and re-packers.
  • Vegetable Oil Processing Units and the Units which produce vegetable oil through the process of solvent extraction and refineries, including the Oil Expeller Unit.


  • Requirements (Information & Documents) for FSSAI Food License


    1. Documents Required for FSSAI Basic License:



  • Latest Passport-sized photograph of the applicant
  • Identification proof (voter ID card or Aadhaar Card)
  • PAN Card
  • Address Proof- Telephone or Mobile Bill/ Electricity or Gas Bill)
  • Copy of Property papers (if owned)
  • Copy of Rent Agreement and NOC letter from the Landlord (if rented)


  • 2. Documents Required for FSSAI State License:


  • Form-B duly completed and signed by the Proprietor.
  • Blueprint or layout of the area location.
  • Proof of possession of premises.
  • Partnership affidavit of Proprietorship.
  • Contact details of the Directors.
  • List and details of the types of equipment and machinery.
  • Proprietor’s photo ID and Address Proof issued by the Government of India. In the case of a company, the Directors’ photo ID and address proof.
  • List of food categories which have to be manufactured.
  • Authority letter with the name and address of the responsible person.
  • NOC and Copy of License from the manufacturer.
  • Food Safety Management System Plan or Certificate.


  • 3. Documents Required for FSSAI Central License


  • Form-B duly completed and signed by the proprietor or owner.
  • Blueprint or layout of the area location.
  • Contact details of the Directors.
  • List and details of the types of equipment and machinery.
  • Proprietor’s photo ID and address proof issued by the Government of India. In the case of a company, the Directors’ photo ID and address proof.
  • Analysis of water report from a recognized/public health laboratory.
  • Proof of possession of premises.
  • Pesticide residues report of water in case of units manufacturing mineral or carbonated water from recognized/public health.
  • NOC and copy of the license from the manufacturer.
  • Food Safety Management System plan or certificate.
  • NOC/PA issued by FSSAI
  • IE Code issued by DGFT for importers.
  • FSSAI Declaration Form.
  • Source of milk, if applicable.
  • Supporting proof of turnover, if applicable.
  • Source of meat and meat processing units, if applicable.
  • NOC from the municipality and local body, if applicable.
  • MCA Incorporation Certificate, if applicable.
  • Certificate provided by the Ministry of Tourism, if applicable.
  • Supporting proof of turnover for vehicles, if applicable.

  • FSSAI – Food License Registration Procedure

  • The food business operator must have an email ID (active) and telephone number.
  • The food-business operator’s business name must be spelled out correctly on the application form as the same name will appear on the license.
  • After submitting the application correctly, a reference ID (unique) is issued that must be used in all the further procedures.
  • The last step is the prescribed fee payment, by taking out the acknowledgment print and the online application. A DD ( Demand draft) is required for the specified amount.

  • Before applying, you are required to know the criteria for eligibility mentioned by FSSAI.
  • If you are eligible, fill out the given application form. Make sure every detail provided is correct and up-to-date.
  • For products, only their generic names should be mentioned and not the brand names.
  • The mentioned products (all) in the license must be agreed upon as per the FSSAI Act, 2006.
  • Finally, you will be asked for the number of years you are applying for. You can choose the time period for which you want to get this license. It could be between 1 to 5 years.

    Important Note on FSSAI Licence


    In the case of the expiry of a food license, all business activities at the premises should be mandatorily terminated. The license can be renewed by the food business operator by either Form A or Form B from 30 days before the expiry date of the existing license. The late fee applicable for the same is ₹100/day.
